A "freelance visa" in Dubai is not one government product. It is shorthand for two separate things: 

  • a freelance licence or permit that lets you work independently, and 
  • a residence visa that lets you live in the UAE.

You do not always need to buy both. Someone who already holds UAE residence, through a spouse or another sponsor, may only need the licence. Someone arriving fresh usually needs both.

This guide walks through the three main routes, costs, who qualifies, how to apply, what happens after approval, and the tax rules that kick in once your freelance income grows.

Three Dubai routes often grouped under the term freelance visa

What is a freelance visa in Dubai, and how does it actually work?

Strip away the marketing and a Dubai freelance visa is built from up to four pieces, and you rarely need all four.

Freelance licence. This authorises the specific activities named on it. Under GoFreelance, the licence sits in your own name rather than under a company or brand.

Establishment card. A prerequisite if you want the GoFreelance residence visa. You do not need it if you already hold valid UAE residence and only want the licence.

Residence visa. GoFreelance's own one- or two-year visa, or the separate five-year Green Residence, or the one-year Virtual Work Residence. Each has different eligibility rules, and they are not interchangeable.

Emirates ID and insurance. Standard requirements for anyone holding UAE residence, freelancer or not.

The one constant: none of these routes let you hire staff or trade under a company name. If you need either, you are looking at a company licence, not a freelance one.

Can you freelance in Dubai on a tourist visa? Myth versus reality

No. The UAE government states plainly that working while holding a visit or tourist visa is prohibited, and that a valid work permit or other applicable legal authorisation is required before carrying out any work in the country, freelance included. This is not a grey area.

You can still visit the UAE to meet clients, research the market or arrange your setup. What you cannot do is start invoicing or getting paid for freelance work before the licence or work permission is in place.

The practical risks:

  • Overstaying the visa carries a fine of AED 50 per day, on top of visa cancellation.
  • Engaging unauthorised workers exposes the business or client paying you to fines that UAE labour law sets between AED 100,000 and AED 1 million for the most serious violations, which is one reason serious clients avoid paying freelancers who lack a proper permit.
  • Working without authorisation can also complicate future visa and residence applications.

There is no shortcut that avoids the licence. If you want to freelance legally in Dubai, budget for the GoFreelance licence, the Green Residence, or the Virtual Work Residence, whichever fits your situation.

Types of freelance visas in Dubai

1. GoFreelance (DDA)

The most direct Dubai-specific route. The DDA licence costs AED 7,500 plus AED 20 in Knowledge and Innovation Dirham charges, for a package total of AED 7,520. It does not include a visa.

It works two ways:

  • Licence only, if you already hold valid UAE residence.
  • Licence plus GoFreelance visa, which adds the establishment card and a one- or two-year visa.

GoFreelance activities currently sit across four categories: tech, media, education and design.

2. Green Residence for freelancers

A federal, self-sponsored residence valid for five years, built around a MOHRE freelance or self-employment permit rather than a DDA licence. It requires a bachelor's degree or equivalent and at least AED 360,000 in annual self-employment income for each of the previous two years, or proof of financial solvency. It does not need a traditional employer sponsor.

3. Virtual Work Residence

For people working remotely for an organisation based outside the UAE, not for independent freelancers building a UAE-based client base. It requires proof of remote work, income of at least US$3,500 a month, health insurance and medical fitness, and runs for one year, renewable.

4. Company licence (not a freelance visa)

If you want to hire employees, trade under a company name, or add shareholders, none of the above applies. That is a separate business-setup decision.

Who can apply, and who cannot

You can generally apply for GoFreelance if:

  • your activity falls within an approved tech, media, education or design category;
  • you hold a valid passport, and a valid UAE residence page if you already have one; and
  • your profession does not require an external authority NOC, or you can obtain one.

You can generally apply for Green Residence if:

  • you hold a MOHRE freelance or self-employment permit;
  • you have a bachelor's degree, specialised diploma or equivalent; and
  • you can show at least AED 360,000 in annual self-employment income for each of the past two years, or financial solvency.

You are not a fit for a freelance route if:

  • you want to hire staff or sponsor employees, which needs a company licence instead;
  • your profession is regulated (medicine, law, and similar) and requires a different licensing path with the relevant authority; or
  • you cannot meet the Green Residence income or qualification bar and your activity is not GoFreelance-eligible.

There is no single income test that applies across every route. The AED 360,000 threshold belongs to Green Residence, not GoFreelance.

A first-year GoFreelance setup, one-year visa and Emirates ID included, adds up to:

Treat that as a budgeting baseline, not a guaranteed invoice. Check your final service-provider quote for anything case-specific.

One timing trap: the freelance licence itself renews annually even if you buy a two-year visa. The AED 5,042 two-year visa fee does not cover two years of licensing.

Add the MOHRE permit, Emirates ID, medical fitness and health insurance on top. A five-year resident Emirates ID currently runs AED 500 in per-year issuance fees plus a AED 100 smart-service fee.

If you already hold UAE residence

If you already have valid UAE residence and only need permission to carry out a GoFreelance activity, you can often skip the establishment card, the GoFreelance visa, and a new Emirates ID. In that case, the AED 7,520 annual licence package is the main cost, subject to your activity and existing visa conditions.

Is GoFreelance your only option? Free zones outside Dubai

GoFreelance and Green Residence are not the only freelance-permit routes in the UAE. Other free zones, mostly outside Dubai, run their own freelance packages. Published starting prices vary widely by provider and package, and are not always broken into the same fee components as DDA's schedule, so treat these as indicative only and confirm directly with the zone before applying:

RAKEZ and Shams packages that bundle a residence visa typically run materially higher than the permit-only starting price. GoFreelance remains the natural choice if your work and client base are Dubai-based, since it is the only route on this list issued directly by a Dubai government authority.

If you already hold UAE residence, a GoFreelance licence alone may be enough. If you clear the Green Residence bar and want a longer self-sponsored status, that route offers five years instead of one or two. Documents required for a Dubai freelance visa

Core documents, most routes:

  • valid passport (Green Residence requires at least 6 months' validity);
  • passport-size photo;
  • CV and portfolio or work samples, where the activity calls for them;
  • educational certificate, for routes with a degree requirement; and
  • medical fitness test and health insurance, once you are applying for residence.

Additional documents by situation:

  • an NOC from the relevant external authority, if your activity requires one;
  • a self-declaration form, if you already hold a valid UAE visa;
  • a MOHRE freelance or self-employment permit, for Green Residence specifically; and

How to apply for a freelance visa in Dubai

Route 1: GoFreelance

  1. Choose an approved activity. Confirm your work fits an approved GoFreelance category and whether it needs an external NOC.
  2. Apply for the DDA freelance licence. Register on the GoFreelance portal, submit your application, and pay the licence fee. DDA estimates two working days to issue the licence once requirements are complete.
  3. Decide if you need a new residence visa. Keep your existing residence and use the licence only, or continue to the visa.
  4. Get the establishment card, at AED 2,000, if you are taking the visa.
  5. Apply for the one- or two-year visa, at AED 4,600 or AED 5,042.
  6. Complete health insurance, medical fitness and Emirates ID.

The two-day estimate covers only the licence stage. The full process, including visa and residence steps, takes longer.

Route 2: Green Residence

  1. Obtain the MOHRE freelance or self-employment permit. A mandatory condition before anything else.
  2. Prepare your qualification and financial evidence, degree or equivalent, plus AED 360,000 annual income for each of the past two years, or solvency proof.
  3. Apply for an entry permit if applying from outside the UAE. This gives you 60 days from entry to complete residence procedures.
  4. Complete medical fitness, insurance and Emirates ID.
  5. Complete Green Residence issuance. GDRFA quotes 48 hours for this step once a complete application reaches it, though the steps before it take longer.

Validity, by route:

  • GoFreelance: licence 1 year, renewable annually; visa 1 or 2 years, linked to the licence.
  • Green Residence: 5 years, renewable, with a 180-day grace period after expiry or cancellation.
  • Virtual Work Residence: 1 year, renewable, with a 60-day grace period after expiry or cancellation.

Can you pay for a freelance visa in instalments?

The official GoFreelance fee page does not publish an instalment plan for the licence, establishment card or visa. It lists payment by card, bank transfer or cash at business-community locations, paid in full.

If a business-setup consultant offers you a three-, six- or 12-month payment plan, that is a third-party arrangement, not an official free-zone option. Before agreeing to one, check whether it is:

  • a card issuer's own instalment feature;
  • a payment plan run directly by the consultant, usually with a service markup; or
  • third-party financing with its own fees and credit assessment.

Compare the total amount you would repay, not just the size of the monthly instalment. Spreading the cost does not reduce the underlying government fees.

After your visa is approved: what to do next

Open a bank account. Most UAE banks ask for your freelance licence, passport and residence visa to open a business or personal account.

Check Corporate Tax registration. Once your annual UAE business turnover exceeds AED 1 million, you must register as a natural person for Corporate Tax, generally by 31 March of the following year. Taxable income is charged at 0% up to AED 375,000 and 9% above that. Salary, personal investment income and real-estate investment income are excluded from the AED 1 million turnover test.

Check VAT registration. This threshold is lower and separate: AED 375,000 in taxable supplies over the previous 12 months triggers mandatory registration, with a voluntary threshold at AED 187,500. The standard VAT rate is 5%. A freelancer generating AED 420,000 in taxable supplies can have a VAT obligation well before crossing the Corporate Tax turnover threshold.

Do not budget for ILOE. Unemployment insurance (ILOE) is mandatory for employees on a labour contract, not for freelancers operating on self-sponsorship. If a provider tells you it is required for your freelance permit, confirm that directly with the issuing authority before paying for it.

Keep health insurance active. Required for the life of your residence, not just at application.

Compliance rules to know

Stay inside your licensed activity. Invoicing or working outside the categories on your licence risks the licence itself at renewal.

Watch the grace period, not the expiry date. Green Residence gives 180 days and Virtual Work Residence gives 60 days after expiry or cancellation to regularise your status, but do not treat that as a reason to let a visa lapse deliberately.

The licence and the visa renew on different clocks. A two-year GoFreelance visa does not extend your one-year licence. Track both dates separately.

Corporate Tax and VAT registration deadlines are your responsibility. Nothing about holding a freelance visa automatically registers you for tax; you need to monitor your own turnover against the thresholds above.

  • No personal income tax on your earnings, though Corporate Tax and VAT can still apply to the business once you cross the relevant thresholds.
  • Freedom to work for multiple clients, within the activities named on your licence.
